The Commission's work plan comprises three key stages:
First stage: organization of the consultation and other activities (March to August 2007)

implementation of research projects
drafting of the consultation document
establishment of the Advisory Committee

first provincial forum organized in collaboration with the Institut du Nouveau Monde
Second stage: public consultation (September to December 2007)
public hearings in 17 cities in regions of Québec (submission of briefs, personal testimony and regional and national forums)
study of perceptions of harmonization practices
other focus groups
second and third provincial forums organized in collaboration with the Institut du Nouveau Monde
Third stage: drafting of the final report (January to March 2008)
analysis of briefs and the findings of the public consultation
fourth provincial forum organized in collaboration with the Institut du Nouveau Monde
drafting of the Commission's report
submission of the report in late March
